Collection Development Policy

The library collection development policy is determined in line with the University's education, training, research areas and cultural needs. The library collection includes printed materials such as books, journals, thesis and DVD, CD, film, etc. It consists of audio-visual material and electronic resources. The collection is created and developed through purchases and donations according to the established principles.

The publication selection principles of Gazi University Library are as follows:

  • The resources to be selected should be of a level and quality that supports the researches conducted with all education and training fields provided at the University.
  • In the selection, the balance between the user (academic staff / student) ratio of the collection should be maintained, and care should be taken to include up-to-date information.
  • The collection should be of sufficient variety in subject, language and genre to meet the information needs of users.
  • Literary and cultural works,  which contribute to the cultural development of users and allow them to make use of their extracurricular time should be available and should be suitable for their level.
  • Priority is given to the acquisition of the resources suggested by the lecturers for education and research activities in line with the integrity of the collection and the requirements.
  • The same principles are also taken into account in the selection of purchased, subscribed and / or open access electronic resources.

PUBLICATION SELECTION BY PURCHASE METHOD

  • Publication requests of the University members are submitted to the Library and Documentation Department in writing and / or via the form available on the Library website. These requests are met within the framework of the budget possibilities of that year.
  • The collective publication requests of the Academic Units for their own fields are submitted to the Library and Documentation Department in writing and with the approval of the Department Head / Dean these requests are provided within the framework of the budget possibilities of that year.
  • New publications monitored by librarians are provided within the framework of the budget possibilities for that year.

There are separate procurement policies for books, periodicals and electronic resources to be provided through purchase method.

A.Book Purchasing Policy

Gazi University members can make a request for publications not available in the Library by filling out the publication order form on the web page of the Library and Documentation Department (http://lib.gazi.edu.tr).

There is no limit to the number of publications to be requested for Gazi University Members. The publication purchase budget allocated to the Department is spent in line with the criteria created by taking into account the number of academic staff and students of the units at the University.

Publication requests from Gazi University members are evaluated by the Accession, Cataloging and Classification Unit. The criteria taken into account when evaluating requests are as follows:

  • Compliance of the subject of the requested publication with the education policy of Gazi University
  • Interdisciplinary use
  • Up-to-dateness
  • The quality of the publisher
  • The ratio of the subject of the publication in the collection
  • Price
  • Publication language
  • Physical properties (printed, electronic, etc.)
  • Whether the same copy of the requested publication is in the Gazi University Library
  • If the lost publications are not found within a certain period of time, they are re-purchased according to usage rate and demand.
  • Publications that are physically unavailable are re-purchased according to usage rate and demand.

B. Periodical Procurement Policy

  1. Gazi University faculty members send the information of the periodicals they want to subscribe to to the Head of Department.
  2. Periodical requests are evaluated by the Department at the end of each year. The criteria taken into account when evaluating requests are as follows:

Scientific nature of the database,

Interdisciplinary use

Nature of the publisher

Price

Publication language

Physical properties (printed, electronic, etc.)

C.Electronic Sourcing Policy

1.Gazi University members can make a request for the databases they want to subscribe to by filling out the publication order form on the web page of the Library and Documentation Department (http://lib.gazi.edu.tr).

2.Publication requests from Gazi University members are taken into consideration by the Reference Unit.

3.In line with the subjects that are missing in the collection databases that are not subscribed to are opened to trial access to University Ips.

4.During the trial, feedback is expected from the users and the databases opened for trial are evaluated by the Reference Unit.

5.The criteria taken into account during the evaluation and subscription to the database are as follows:

  • Compliance of the subject of the database with the education policy of Gazi University,
  • Compliance with the expectations and needs of the user group that the resource addresses,
  • Whether the library has another database on the same subject subscribed to
  • Whether the journals in databases with full-text journals are peer-reviewed,how much the the impact factor ratio is, whether they are indexed by important international indexes / abstracts,
  • Usage statistics taken during the trial access,
  • Whether retrospective access is possible,
  • Whether regular updates are made or not,
  • Whether there is an embargo in the journals,
  • Usage statistics taken during the trial period,
  • Scientific nature of the database,
  • The nature of the publisher,
  • Format of the articles / books / theses (HTML, PDF, EPUB etc.),
  • The speed and reliability of the platform on which the database is running,
  • Convenient usability of the interface,
  • Whether it allows remote access (Proxy)
  • Whether there is a user restriction,
  • The suitability of the price and the annual price increase rate,
  • License terms

6.Usage statistics are taken into consideration in the renewal of database subscriptions, and if the usage statistics are low, the subscription may be canceled.

7.The criteria taken into consideration when selecting audio-visual material within the scope of electronic sources are as follows:

  • Compliance of the subject of the requested material with the education policy of Gazi University,
  • To be suitable for the level and knowledge of the user in cultural publications,
  • Paying attention to providing award-winning movies
  • Paying attention to providing high-rated films by following international film evaluation websites

DONATION POLICY

  • Publications may be donated between Gazi University and other Higher Education Institutions in order to support education, contribute to research and develop the Library collection in line with the cultural needs of the users.
  • Gazi University Library accepts donations on condition that it adheres to the publication selection principles.
  • The general principles stated in the Resource Selection Principles are also valid for the sources of information provided as donations.
  • No fee or reward is given for donations received.
  • When it comes to donating a collection containing more than one material by anyone, Gazi University Library has the right to choose among these publications and to remove the sources that are incompatible with the publication selection principles.
  • Donation Publication Agreement Form is filled and given to the donor institution or person by the Rectorate or the Library and Documentation Department; a letter of thanks is written; In addition, information about when and who donated is recorded.
  • In order for periodicals to be accepted as donation, the compatibility of the publication to the integrity of the collection is taken into consideration.
  • Multi-bound works are accepted if they constitute the integrity of the volume
  • Photocopy publications, publications without banderols and publications in bad physical condition are not accepted as donations.
  • The Library has the authority to decide where the material will be placed in the collection and how it can be accessed.
  • Information sources deemed appropriate for the library collection are added to the collection by subjecting them to the same procedures as the other information sources.
  • When the donated publications are entered into the library inventory, the "Movable Transaction Receipt" is issued.
  • The Department can apply to private or legal persons to donate collections.
  • If deemed appropriate the Department has the right to donate the publications that it accepts as donations to another Library.

PRINCIPLES ON INFORMATION SOURCES THAT CANNOT BE TAKEN INTO THE COLLECTION

The resources listed below are not appropriate to be included in the collection of a University Library, and are not accepted for donation:

  • Materials reproduced by copy
  • Separate editions of articles belonging to book chapters and journals
  • Publications whose physical condition is not suitable and is worn out
  • Periodicals that cannot be maintained
  • Publicationsalready available in the library collection (excluding widely used publications)
  • Multi-bound works that do not have volume integrity
